Steps to reproduce the problem:
1. Drag window to the right of the screen.  In Windows this will move the window to screen 2.  Chrome OS does nothing.
2. Drag window to left of the screen.  Window will now travel to the new screen
3. 

What is the expected behavior?
Allow user to drag window to either left or right edge (configurable) to move the window to new screen

What went wrong?
Window only travel to new screen past the left edge
