Dragging tabs with status bar on top

Issue description

Chrome Version       : 50.0.2661.86 (Official Build) (64-bit) Linux

What steps will reproduce the problem?
(1) Add status bar to the TOP, not bottom (like i3bar)
(2) Try to drag tab from window on the first monitor to the window on the second

What is the expected result?
The tab is dragged to the second monitor and/or attached to another chrome window on this monitor

What happens instead?
The new window stays on the first monitor and cannot be dragged to the second one.

I've found out about this from this thread - https://productforums.google.com/d/msg/chrome/oAZkHVVMCM0/m5XFrMQcbX8J 

However there is not solution except to move the status bar to bottom. Please let me know if you need more info.

Unable to repro this issue on Windows 10 [Pro] for Google Chrome Stable Version - 50.0.2661.94

@yaroslav.sapozhnik: Could you please perform the steps mentioned beneath and let us know your observations.

1. Update your Google Chrome to Latest Stable Version - 50.0.2661.94
2. Re-test the same on a clean profile [chrome://settings -> Add Person]

If you are still able to repro this issue, please provide us the screen-recording, in case if we miss something here.

I still can reproduce this issue. BTW, I'm using tiling window manager i3. If I move the top bar to the bottom, the drag functionality works between the screens.
