Fast user switching button hover graphics pixel issues

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.86 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome Stable
2. Hover the mouse cursor over the fast user switching button (top right corner)

What is the expected behavior?

What went wrong?
It's very hard to spot but it looks like the button graphic isn't stretched tall enough, as there's a 2px gap (on a retina display) of missing pixels. See attached.

Did this work before? N/A

OS Version: OS X 10.11.4

The screenshots are from Chrome Canary, but the issue is present in Chrome Stable as well.

This is with the Material Design flag enabled (not the normal UI).

This is also present in Non-Material-Mode. Probably related to  issue 429711 .
