BaseAudioContext contains items that are actually only valid for AudioContext and not OfflineAudioContext.  This includes the suspend/resume promises for the AudioContext which are not used for an OfflineAudioContext.

These items (and others) should be moved from BaseAudioContext to AudioContext so that BaseAudioContext is truly the base.
