[Findit] Link to the culprit found by try job is incorrect on Dashboard

What is the bug or feature:
Culprit is found by try job but on dashboard the link to culprit is incorrect: only the commit position of the culprit.

[Findit] Fix urls in dashboard and result page and prevent duplicated culprits in dashboard.

This cl fixes urls in dashboard and result page. And new duplicated culprits will not be saved(didn't fix old data).
