When inspecting a small browser action popup window, the new element tooltips block content entirely

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.86 Safari/537.36 Steps to reproduce the problem: 1. Create a browser action popup window that is no larger than 200x200px, with 2 or 3 <buttons> aligned vertically. 2. Inspect the popup 3. In the elements panel, hover one of the created button nodes What is the expected behavior? No eplicit expected behavior here as the tooltips are a new feature of dev tools, however one would expect to have this as a dev tools setting such that the tooltips can be disabled if necessary. What went wrong? Element tool tips completely block inspected content of browser action popups making selections from the elements panel difficult. Did this work before? N/A Chrome version: 50.0.2661.86 Channel: stable OS Version: OS X 10.11.4 Flash Version: Shockwave Flash 21.0 r0

Here is an example extension, note that the original screen shot is of a fully implemented browser action popup using angular. I've added a bunch of arbitrary classes and such to the button elements in an attempt to lengthen the tooltip content
