Feature Request: tab grouping and viewing multiple tabs at the same time

Reported by tom....@gmail.com, Apr 27 2016

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.86 Safari/537.36

Steps to reproduce the problem:
1. Open multiple web pages in at least two tabs
2. There is no way split the screen in half vertically or horizontally and move tabs between groups.
3.

What is the expected behavior?
1) put the tab to show in the new "half" of the full window in a new group. Show both tabs at the same time
2) add the ability to drag tabs from one group to another.

What went wrong?
This is just a feature request. I use VIM a lot and as an engineer reading two pages at the same time on one monitor would be super useful.

Did this work before? No

Chrome version: 50.0.2661.86 Channel: stable
OS Version: Ubuntu 16.04
Flash Version: Shockwave Flash 21.0 r0

Thanks for all your hard work on Chromium!
