Exit OSX fullscreen with AppWindow.restore() is not consistent

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.75 Safari/537.36

Steps to reproduce the problem:
1. Make a window fullscreen by moving to a new workspace
2. Call chrome.app.window.current().restore()
3. it does nothing

What is the expected behavior?
It should restore the window by exiting fullscreen.

What went wrong?
It did nothing. If the window goes to fullscreen using the AppWindow API, it restores the window.

1. chrome.app.window.current().fullscreen()
2. chrome.app.window.current().restore()
3. window restores as expected
