FWIW both of the above were dry runs.

Looking at the CQ patch_status page, it seems that the CQ was unaware that a try job had started on one bot and just continually tried to schedule it.

It should have been fixed by https://chromereviews.googleplex.com/412337013/ after which I manually re-deployed CQ.
