New Tab Page won't load behind proxy when service worker is running

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.87 Safari/537.36

Example URL:
chrome://newtab

Steps to reproduce the problem:
1. Open new tab page

What is the expected behavior?
New tab page loads

What went wrong?
New tab page doesn't load

Does it occur on multiple sites: No

Is it a problem with a plugin? No 

Did this work before? Yes A week ago

Does this work in other browsers? Yes 

Chrome version: 50.0.2661.87  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0

It looks like the page is stuck in a loop while trying to loading chrome-search://local-ntp/local-ntp.html via the service worker. In the attachment, it is passed through a security appliance at our company and then endlessly loops the local-ntp page and spikes my CPU.

I can get the page to load temporarily, by unregistering this service worker: https://www.google.com/_/chrome/newtab-serviceworker.js from chrome://serviceworker-internals. It is automatically re-registered after the first load, so it's not a permanent fix

Unable to reproduce the issue on Windows 7 using chrome latest stable M50-50.0.2661.87 . Observed the new tab page is able to open as expected.

dabbaking@ - Could you please recheck this issue by creating a new profile under chrome://settings without any third party apps or extensions in your browser. And please let us know what's the behavior of incognito tab, Is this issue seen over there as well?

Seems to be working now, so this can be closed. Not sure if there was a network issue or my cache was corrupted? I didn't have any extensions and they block incognito at my workplace.
