Regression in tab chain processing

Reported by orit.ha...@sap.com, Apr 27 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.87 Safari/537.36

Steps to reproduce the problem:
1.Open jsbin Example: http://jsbin.com/luhemejine/edit?html,output
2.Click on "Click here"
3.Press Tab key 3 times
4.Click again on "Click here"
5.Press SHIFT+Tab key 3 times (reverse Tab chain)

What is the expected behavior?
After step 5, the focus should be on button 1.

What went wrong?
No button is focused, instead the focused jumped into the left EditBox breaking the Tab Chain

Did this work before? Yes

Chrome version: 50.0.2661.87 Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0

Firefox on Windows, Chrome on Mac have the expected behavior

Adding Alice and accessibility label

Ping :) @Alice - could you take a look or route to the right person? Thanks!
I don't follow the bug. Clicking on "Click here" does the same thing each time, which is to set the focus navigation start point to the element containing the "Click here" text. So after clicking "Click here" a second time, focus starts moving backwards from "Click here" when you press shift-tab.
The focus navigation start point behaviour *is* recent, though, so this is new behaviour. I think it's working as intended, though. What is actually broken because of this?

Ah, I think I see what the confusion might be. Agreed with Alice that the focus should be reset to "click here" once you click on it again. But perhaps it seems like a bug in the JSbin because when you try to back up from "click here" it goes to weird places in the UI?

Can we have a real world site where this is also broken, or a better explanation of what was working before?
