Regression: Exception for microphone does not gets created on chrome://md-settings/siteSettings/microphone page.

Chrome Version:  51.0.2704.29 Revision	d7a063c1fedf1f6ccb6eb9f50a9028bd742652d7-refs/branch-heads/2704@{#260}(32/64 bit)
OS: Windows (7, 8, 10), Mac (10.10.5)(10.11.4),Linux (ubuntu 14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://md-settings/siteSettings/microphone and block the microphone  
(2) Now open NTP and click on 'Microphone' icon and click on 'ALLOW' button then again switch back to previous page
(3) Observe the chrome://md-settings/siteSettings/microphone page.

Exception for microphone does not get created on chrome://md-settings/siteSettings/microphone page.

Exception for microphone should gets created on chrome://md-settings/siteSettings/microphone page.

This is a regression issue,broken in 'M-51', below is bisect info:

Good Build: 51.0.2682.0

I cannot repro this. When I set Microphone to Blocked, the infobar doesn't appear (the one that asks for permission to use the Mic) and that's the way I expect it to work. Maybe something was broken in the past, but this seems fine now.
