Faint text does not shift to right side in Search textbox of Cast overlay.

Issue description

Version: 51.0.2704.29 (Official Build)d7a063c1fedf1f6ccb6eb9f50a9028bd742652d7-refs/branch-heads/2704@{#260} (32/64-bit)
OS: Linux (Ubuntu 14.04 LTS), Mac (10.10.5, 10.11.4), Windows (7,8,8.1,10)

Precondition: Enable 'Media Router' flag from 'chrome://flags'.

What steps will reproduce the problem?
1) Launch chrome, open NTP, right click and select 'Cast' option.
2) Right click in Search box, select 'Writing direction' as 'Right to Left' and observe.

Faint text does not shift to right side on selecting 'Right to Left' option.

Faint text should shift to right side on selecting 'Right to Left' option.

This is a Non-Regression issue seen from M-50 series (Chrome version: 50.0.2660.0)

Note: Search textbox in Cast overlay is seen from build no: 50.0.2660.0

Able to reproduce the issue on Windows, Mac and Linux. Changing the status to Untriaged  so that the issue could get addressed.

Does the "faint text" refer to the "Search" label?

We handle RTL if the browser/OS language (depending on platform) has been set to a RTL language. See screenshot.

We don't restyle the dialog if the user updates the writing direction, which is temporary, but not the language.
