"Disable developer mode extensions" warning now appears whenever a new window is created, instead of just once at first startup

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2716.0 Safari/537.36

Steps to reproduce the problem:
1. Enable developer mode and install an unpacked extension.

2. Close all instances of the browser and restart it.

3. "Disable developer mode extensions" popup appears. Choose "Cancel" to allow the unpacked extension to be loaded.

4. Start another instance of the browser. Or create a new tab in the first instance and drag it out to separate it into a new window.

What is the expected behavior?
No warning appears.

What went wrong?
The "Disable developer mode extensions" warning appears again, and user must select "Cancel" again to dismiss it.

Did this work before? Yes Before 52.0.2716.0

To clarify, the expected behavior is that the warning only appears once when starting Chrome. Subsequently opening new windows of Chrome should not cause the warning to show. Only if all Chrome windows are closed and then it's started again should the warning show again. This used to be the behavior on whatever was the Dev channel build before 52.0.2716.0

The behavior of 52.0.2716.0 seems to be that every new Chrome window causes the warning popup to be displayed again.
