"Disable developer mode extensions" warning now appears whenever a new window is created, instead of just once at first startup

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2716.0 Safari/537.36 Steps to reproduce the problem: 1. Enable developer mode and install an unpacked extension. 2. Close all instances of the browser and restart it. 3. "Disable developer mode extensions" popup appears. Choose "Cancel" to allow the unpacked extension to be loaded. 4. Start another instance of the browser. Or create a new tab in the first instance and drag it out to separate it into a new window. What is the expected behavior? No warning appears. What went wrong? The "Disable developer mode extensions" warning appears again, and user must select "Cancel" again to dismiss it. Did this work before? Yes Before 52.0.2716.0 Chrome version: 52.0.2716.0 Channel: dev OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 21.0 r0
