Able to infinitely open developer tools of the developer tools

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.86 Safari/537.36

Steps to reproduce the problem:
1. Open a devtools (F12) on any page
2. Press Control + Shift + I on that devtools
3. Continue to hold control + shift + I

What is the expected behavior?
It will open an initial devtools

What went wrong?
It probably shouldn't have 1000 devtools open for the one initial devtool you're inspecting

Did this work before? N/A 

Chrome version: 50.0.2661.86  Channel: stable
OS Version: 4.5.1
Flash Version: Shockwave Flash 21.0 r0

If you hold down Control + Shift + I, it will continue to open devtools until you stop it or the entire os will come to a hault (Tested on Ubuntu 15.10 & it just caused the OS to lock up if you hold it down for long enough)

Thank you for your report, however this is difficult to recreate and doesn't negatively affect our users enough.
