Steps To Reproduce:
(1)create a html select box with options in it.
(2)use jquery or javascript to empty the options in the select box.
(3)option elements will be removed from the select element but still in UI option will present once click on the that it will goes off.

Expected Result:
It should display the option in the select box.

What is the impact to the user, and is there a workaround? If so, what is
it?

If two select boxes were there which one shows the country and the other shows the states in it then if treat country has no state still second select box will shows the old states in it.
