fetch(new Request("https://google.com")) causes DevTools to display two same requests

Issue description

In fact chrome only sent one http request.

Looks like this is an issue with devtools not handling netstack's flag: ERR_CACHE_RACE properly.

Attached is a better repeatable case that does not return an error.
