Visible videos should be prioritized |

Issue descriptionWhen decoder resources are limited (eg. on Mac and Android where there is a limit on the number of hardware decoders), we should prioritize allocating resources to visible video elements (and those with recent WebGL operations). We may want to go further and also discard video frames for offscreen elements, if there are many of them, to reduce memory consumption.

This makes sense to me at first blush. What's the user or web developer observable difference in behavior? A few related things: -For autoplay video we're considering only autoplaying when the video is visible. So, we'll have code that can tell us when videos are on screen that this could use. -For OOPIF iframes, we're considering dropping the GPU textures when they're offscreen to save memory. The second part here sounds similar in spirit to that.
