HDCP: Video is not playing smootthly

Issue description

Chrome Version: 51.0.2704.26
Chrome OS Version: 8172.12.0
Chrome OS Platform: Skate
Network info: Ethernet

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Connect device to external monitor using HDMI
(1) open http://ats.wv.sandbox.google.com/static/chrome_test_app/index.html in external monitor
(2) Set policy and set profile
(3) Choose media file as media/L1_audio_L1_video_vp9_hdcp_1.webm
(4) Set Distinctive identifier required to True
(5) Click: Start Test

Expected Result:
Smooth video playback.

Actual Result:
Observing video repeated stopped playing for few seconds and continue again. Also observing lot of frame drops. 

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?

Please provide any additional information below. Attach a screen shot or
log if possible.
Logs added in next comment.
Above mentioned video is working without any issue in device. Issue is observed on external monitor only.

Is this a regression? What is the resolution of external screen? Thanks.
This is not a regression. As the crash in Issue 495380 got fixed somehow, the remaining issue is with video performance.

Since this is not a regression, move to M52.
What was the resolution of external screen and the video? I'm afraid VP9 in higher resolution may be too much for this platform...

Does this not reproduce with VP9 without HDCP in the same resolution?
Was the resolution of the stream the same on internal and external screen?

--video resolution is same for internal and external screen and the resolution is 1280X720.
--Resolution of the monitor is 1920X1080 ( we're using monroe chrome device as external monitor, http://www.chromium.org/chromium-os/developer-information-for-chrome-os-devices/lg-chromebase-22cv241-w)
-- vp9 video from crosvideo.appspot.com is playing smoothly for same resolution on external monitor.
