[Cronet iOS] Modify Write() implementation to take into account of flushing

Issue description

 Issue 599902  added the ability to net::BidirectionalStream to combine small write buffers, we need API changes on the iOS side to take advantage of the new behavior. More specifically, we need an explicit Flush() method and a disableAutoFlush param in the stream builder.
