On Windows 8.1 when tried to make Chrome as default getting redirected to "PC settings -->. Default"

Issue description

Version: Chrome 52.0.2716.0
OS: Windows 8.1

What steps will reproduce the problem?
(1) Install Chrome and try to make Chrome as default from butter bar or on the first launch of Chrome from greg dialog

What is the expected output?
We should be able to Make Chrome as default right from Greg dialog.

What do you see instead?
Getting redirected ""PC settings -->. Default" similar to what we see in Windows 10.

Fixed a bug with the default flow on Windows 8.1

The Windows settings page was opened instead of the intent picker.

To verify:
On Windows 8.1
Make sure Chrome is not the default browser.
Open Chrome.
Click the "Set as default" button on the info bar OR go to chrome://settings and click "Set Chrome as your default browser"
Verify that the intent picker opens and not the PC Settings page.

The intent picker is the dialog that asks you "How do you want to open this type of link (http)" with a list of choices of installed browsers.

verified the fix using Chrome version 52.0.2724.0(32/ 64bit) User and system level installation on Windows 8.1, Everything works fine.

M52 (branch 2743) branched Chromium at revision: 394939. So this change is already in M52. Hence, removing "Merge-Review-52" label.
