Random hard input freeze

Issue description

Version: 51.0.2704.19
OS: OSX, Linux

What steps will reproduce the problem?
(1) Load random webpage (have seen on internal and external sites across the web)
(2) Interact with page, try to scroll

What is the expected output?
Page scrolls

What do you see instead?
Page will respond to scroll / other events for a bit, but randomly freezes.  When frozen page does not scroll / does not respond to input.  Can swap tabs, and scroll other tabs, but given tab is frozen 1-3 seconds.  Eventually ability to interact with the page returns and does not freeze again.  Cannot specifically repro, has happened once or twice daily for last week.

I can confim that I have this problem on Windows too. 

Until  the tab is fully rendered/loaded any of interactions like scrolling, clicking or even cancel of loading via ESC button becomes unresponsive.









Status: WontFix (was: Untriaged)
Mac triage: WontFix.

In the absence of consistent repro steps or a page where this commonly happens (I can't find one in some testing), it's impossible to diagnose this sort of issue. I *suspect* that it's caused by pages that have only part of their JS loaded and rely on it to behave correctly.
