DownloadTest#testDuplicateHttpPostDownload_OpenNewTabAndReplace is flaky

Issue description

"chrome_public_test (with patch)" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. When done, please remove the issue from Sheriff Bug Queue by removing the Sheriff-Chromium label.

@judorick, can you help triage this?  changwan@ wrote the test, but this bug seems similar to  issue 603616 , which got duped into your issue 604321.

Should this be duped?  Should the test be disabled?

Don't dupe this; issue 604321 has a bunch of issues across the suite, where this at least is a single, flaky test that we can disable.
