Test case CubicTest.CwndIncreaseStatsDuringConvexRegion does not assert anything

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.19 Safari/537.36

Steps to reproduce the problem:
1. Open file net/quic/congestion_control/cubic_test.cc
2. Find the test case CubicTest.CwndIncreaseStatsDuringConvexRegion
3. Don't see any EXPECT calls in the test case.

What is the expected behavior?

What went wrong?
The test case currently asserts nothing.
