404 error message is displayed for (Learn more link)Hindi language on chrome signing page.

OS: All(Windows& Mac)
Chrome version: 52.0.2717.0

Precondition: Chrome display language should be Hindi

Steps to reproduce the issue.

1. Install and launch above chrome version.
2. Navigate to "chrome://chrome-signin/?access_point=0&reason=0" page
3. Click on Learn more link(Which will be displayed in Hindi) & Observe.
4. 404 page not found error message is displayed.


Actual result: Page not found error message is displayed.

Expected result: Page should be redirected to concern hindi language Learn more webpage.



Note: Issue is not regression issue as can be seen from M30 build.
