Regression:Screenshot is not properly visible on mouse hover in report an issue overlay.

OS:Mac OS X (10.10.5, 10.11.4)

What steps will reproduce the problem?
1.Launch chrome and navigate to chrome://help/
2.Click on 'report an issue' button and hover mouse on screenshot under 'include screenshot' and observe.

Actual: Screenshot is not properly visible on mouse hover in report an issue overlay.

Expected: Screenshot should be properly visible on mouse hover in report an issue overlay.

This is a regression issue broken in 'M50' and will soon update other info.

Issue looks similar to the  bug 587821 .Hence merging this into 587821.
