What steps will reproduce the problem?
1) Launch chrome, navigate to above url.
2) Now scroll down the page and click on 'Country selector' button and overlay will get open
3) Observe the scroll bar in overlay
 
Actual : Unnecessary scroll bar is seen on 'Select a visa website' overlay
Expected : Unnecessary scroll bar should not be seen on 'Select a visa website' overlay

This is a regression issue broken in 'M-46' and below is the manual regression and Narrow bisect info:
