Sequential focus navigation starting point: tabindex value of an incorrect element is used

What steps will reproduce the problem?
(1) Load the attached HTML
(2) Click on the second line
(3) Press TAB key

What is the expected output?
"tabindex=1" should be focused.

What do you see instead?
tabindex=4 is focused because tabindex=3 was used incorrectly.
