[slippy] "Local data has been cleared" message screen and "Repair screen" are missing when converting from Normal to Dev mode.

Issue description

Version: 8172.12.0
OS: ChromeOS
Devices: peppy,leon
What steps will reproduce the problem?
(1) Try to switch between Normal to dev mode.
    a) Press "Esc + F3 + power" to enter into Recovery screen.
    b) press ("Ctrl+ d" -> Enter)to switch to Dev mode.
    c) Press Ctrl +d on dev screen to start the Dev mode conversion.

What is the expected output?
User should get a screen for 30seconds about informing "Local date has been cleared" after the conversion.

What do you see instead?
device is displaying a black screen for 30 seconds and dev mode conversion starts.

This sounds like it might be related to freon/frecon, any chance we did something recently that would manifest in R51 on Haswell?

Repair screen is also missing.

Steps:
1. Start converting from Normal to dev mode.
2. Power off the device in the middle of the conversion process.
3. Power on the device.

Resutl: Repair screen is missing.
Device displaying black screen and rebooting after completing the repair process.

It is probably the same as  crbug.com/589122 
Could you try it on ToT? I will be merging everything for 589122 to R51 soon as well so it should fix it.
