In the recent times, there were some bisect failures, Bisect FYI bots did catch those failures but alert was not dispatched by dashboard.

update_bug_with_results handler was changed recently handle bisect post results, which eliminated the checks for bisect jobs on waterfall.

As a special case,bisect fyi should be able to check the build progress and  dispatch alerts on failures.
