Send notifications when a CTS fails on the bot

Now that our CTS bot is fairly stable and green most of the time, it would be beneficial to us to be notified immediately of the test failures, so that we can catch flaky tests such as this ( crbug.com/606509 ) immediately when it rises.

This can be done with "MailNotifier" in the build bot master.cfg files as far as I know.
Yoland and Mike, do you have any ideas?

And, if possible, let's write what tests failed in the notification mail.
