Still present on 72.0.3593.0. This applies to more than just Korean, German and Arabic also affected (probably all languages). This is pretty bad, so I'm going to mark Want for 72.

This is Help App, which is an extension, so it does not support dynamic language switching. We can either re-implement this page in WebUI (this is a simple page with no links and the only control element "Close button"), or we can teach extensions to dynamically switch language.
