What steps will reproduce the problem?
(1) Visit a site in  foreign language with links to apk
(2) Notice the translate infobar (don't close it)
(3) Scroll. Notice the infobar is hidden.
(4) Tap on an apk link.

What is the expected output?
The "this link can be harmful" infobar should appear

What do you see instead?
Nothing.
