Blimp should not reload the default URL if the application is re-launched.

Go to Blimp and launch any page other than the default URL. Put the application in background and re-launch it again, from the apps screen, not the app switcher. We trigger a navigation to the default URL again which shouldn't be done.

Prevent Blimp from reloading default URL on resume from minimized state

Currently, when Blimp loads the default URL when it is launched from
background. This patch attempts to prevent this.
