Steps to reproduce the problem:
1. On a tablet, go to a website that has the meta tag for theme-color set (for example pocketr.rejh.nl, see attached screenshot)
2. Create a shortcut for it on the home screen and open it

What is the expected behavior?
Status bar and 'title bar' (in Recent Apps view) should be (a darker) shade of the theme-color

What went wrong?
Status bar remains black, title bar in Recent Apps view remains light grey
