Regression: Weird behaviour is seen while opening/closing ‘Customize fonts’ overlay.

Issue descriptionChrome Version:52.0.2715.0 (Official Build)3fae42f136f929251b627b2ae6300100afc8ab83-refs/heads/master@{#388964} 32/64 bit OS: Windows (7, 8, 10), Mac (10.10.5)(10.11.4),Linux (ubuntu 14.04 LTS) Pre-condition: Make sure the Screen Resolution should be 18.4-inch (1366 x 768) and 13.3-inch (1280 x 800) What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings/ 2. Scrolldown the page completely and then click on ‘Customize fonts’ 3. Observe the overlay. Actual: Weird behaviour is seen while opening/closing ‘Customize fonts’ overlay (overlay overlaps over header ) Expected: Overlay should render properly. This is regression issue, broken in ‘M 52’ and below is narrow bisect: https://chromium.googlesource.com/chromium/src/+log/2f8daf9d61b0bd6260dda858f852b258e03341f4..3e6b9771ca0b77f8bf35a7d2bed9b6a0b69eafc1?pretty=fuller&n=100 Suspecting: r387651 ? That header overlap isn't particular to the fonts sub-page, but you do have to be scrolled down enough that whatever sub-page you're opening comes down from the top like that.
