OS: Windows (7, 8, 10), Mac (10.10.5)(10.11.4),Linux (ubuntu 14.04 LTS)

Pre-condition: Make sure the Screen Resolution should be 18.4-inch (1366 x 768) and 13.3-inch (1280 x 800)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/
2. Scrolldown the page completely and then click on ‘Customize fonts’ 
3. Observe the overlay.

Actual: Weird behaviour is seen while opening/closing ‘Customize fonts’ overlay (overlay overlaps over header )
Expected: Overlay should render properly.

This is regression issue, broken in ‘M 52’ and below is narrow bisect:

Bad build: 52.0.2710.0

Kindly help to re-assign, if your changes are not cause for this issue.

Note: Issue is only reproducible on above mention screen resolution.
