Regression: Browser crashes on clicking the 'Manage shorcuts' link of the added extension's bubble

Version: 52.0.2715.0
OS: Linux Ubuntu 14.04, Windows-7

What steps will reproduce the problem?
(1) Launch chrome and go to chrome://extensions.
(2) Add the attached commands.crx extension.
(3) Click on the 'Managed Shortcuts' link once the extension gets added and observe.

What is the expected output?
> Keyboard shortcut dialog should open without any browser crash.

What do you see instead?
> Browser crashes.

> This is regression issue broken in M-52, works fine on the latest beta(51.0.2704.22).
> Issue is specific to Windows and Linux, works fine on Mac OS 10.11.3.
