Files download with anchor fail when too big

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.75 Safari/537.36

Steps to reproduce the problem:
Click a <a href='data://...' download='filename'> with a large file. 
For example: click the 'Download large' link at https://jsfiddle.net/7sqf0sub/ 

What is the expected behavior?
The file downloads successfully

What went wrong?
The file does not download.  Fails with "Failed - Network error"

Did this work before? N/A 

Chrome version: 50.0.2661.75  Channel: n/a
OS Version: OS X 10.11.4
Flash Version: Shockwave Flash 21.0 r0

The above issue is reproducible on All-OS (Windows (10 & 7), Mac 10.11.4 & Ubuntu 14.04) with chrome versions : 50.2661.87(Stable), 51.0.2704.22(Beta) & 52.0.2714.0(Canary).


Marking this as non regression issue as can be seen from (M30 - M40) build it shows "Aw Snap" and after that is displays "Anchor fail when too big.

Hence marking the same as Untriaged.
