test gerrit git cl against gnumbd-enabled repo {chromium,webrtc,v8}

It should use correct refs/pending/heads/master instead of refs/pending/master.

This isn't necessary for infra dogfood, but a blocker for these projects.

By now, git cl for Gerrit does NOT have to deal with gnumbd or git numberer directly. And since pending refs are gone with gnumbd, git cl just works.
