Run WebGL 2.0 conformance tests as part of the default CQ jobs

Issue description

Now that significantly more capacity has been added to the Swarming pool on Mac OS X with AMD GPUs, it's time to consider adding the WebGL 2.0 conformance tests to the default set of jobs on the CQ, on just that configuration.

The prerequisite is that these tests need to be sharded. This is itself blocked on the rewrite of the Telemetry GPU tests to use the new simplified harness that nednguyen@ has recently added in  Issue 352807 .

We'll have to carefully watch the CQ and the graphs that sergeyberezin@ recently added to make sure that the Swarming pool isn't overloaded when adding such a large test suite.

At this point the WebGL 2.0 tests are sharded. However, it's not clear that even with the fairly large number of AMD Retina MacBook Pros in the Swarming pool that the capacity exists to turn these tests on on Chromium's CQ. The volume of CLs going through the CQ seems to have increased dramatically in recent months.

Assigning to myself, but unclear when the experiment will be done to turn on this test suite on the CQ.
