Review Long-press selection with finger movement

Issue description

When trying to long-press select, it sometimes seems that any small movement of the finger prevents the gesture from being recognized.  We should review the allowable motion heuristics to make sure they are appropriate.

This was a big problem on my N5, but seems much better on my new device, so I don't know if this is something that is device specific or was bad in older Chrome releases.

Marking P1 to do initial investigation soon.

Make sure to try devices with different DPI scales, as it may influence it.
