stip@ has made some progress on this.

This is the first telemetry_perf_unittests run launched from the chromium recipe: https://chromium-swarm.appspot.com/user/task/2e79d8e4d1a35810.

Note: you will probably be interested in https://codereview.chromium.org/1954593002/ , which gets the telemetry_gpu_test isolate running on Android with the GN build.

Many of the other telemetry-based targets will probably be trivially ported to Android with these couple of tiny changes.
