quirks mode in media controls shadow dom

Issue description

Currently, quirks mode propagates into the media controls shadow DOM.  this probably isn't the best behavior; I don't think that we want the interpretation of the media controls shadow DOM to depend on whether containing document uses quirks or not.

In particular, the new css for media controls relies on proper box sizing with padding, but quirks mode changes that.  When a media element is in a page that doesn't specify the doctype, the media controls change size in the bar.

I can work around this by making the CSS not use anything that is affected by quirks mode, but it would be really nice if there were a way to shut it off instead.

Does such a way exist?

Not that I'm aware of I'm afraid, quirks mode is per-document.

Which element is it that gets the wrong size? Seems like it should be possible to fix by throwing more style onto it, or is it a quirk that's in layout only and impossible to override with more specified style?

all of the buttons that use content-box are incorrect, since width,height are always interpreted as border-box.

i think that the simplest answer is to go back to specifying the border-box width,height directly on the buttons, rather than using content-box and changing the just padding on mobile.
