Separate "action on idle" options in admin console to give option to pick only one.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.112 Safari/537.36
Platform: NA

Steps to reproduce the problem:
1. Admin console - device mgmt - chrome - user settings - idle settings
2. Select option - sleep OR logout

What is the expected behavior?
Would like to separate the two to enable "sleep"on lid close but "logout" on idle timeout.  Not having this option forces logout on lid close, and ultimately wastes time due to login need, in environment where lid closures are a frequent occurrence.  But would like to have the ability to force logout on idle timeout.

What went wrong?
Don't have the option.  Have to chose both in an OR structure.

Note that issue 606105 is in play.
Chrome OS already supports separate policies for idle action and lid-close action. All that would need to change is CPanel, which means that this is a server-side bug and should be tracked in b/.
