Flash don't work on mac and make download the flash file / PAPI special version and basic version

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2715.0 Safari/537.36 Example URL: http://www.adobe.com/fr/shockwave/welcome/ Steps to reproduce the problem: 1. install latest chromium build for mac os el capitan 2. check flash is not supported 3. install flash from https://get.adobe.com/fr/flashplayer/otherversions/ belonging to the system (mac, chromium) or just install flash anywere (in this case it's just don't work) What is the expected behavior? flash work What went wrong? automatically download .dcr file (looks like flash file downloaded instead of viewed) when open a flash content and "not supported plugin" appear. Did this work before? No Is it a problem with Flash or HTML5? N/A Does this work in other browsers? I can repro this. I'll look into it. It should be picking up the system player on OS X.
