Have an option to disable players with very short duration in media-internals

Issue description

In my case, I have a lot of players like

The duration is only about 1 second. 

These players are still important. But I assume in most cases even if there's something wrong with the playback of these players, people won't notice and will be unlikely to go to media-internals to find out what happened. Also, since these are often short sound clips (e.g. for chat), we tend to have a lot of these players, which flooded our media-internals UI and the internal buffer.

Maybe we should not show these players by default on media-internals. But provide an option to enable them.

Note that there are also a lot players with name "Player <render_id> <player_id>" where we may want to do something similar. This is tracked by issue 551065.

this feature request is implemented Chrome build 59.
Now in chrome://media-internal, only the active media data is displayed. All history media data are not displayed.
