Password import/export should support blacklisted forms

It seems like today only non-blacklisted forms are exported, and there is no way to import a blacklisted one.

We should support this. It could be as simple as regarding an empty password and username value as a synonym to blacklisting.

It is not clear whether blacklisted passwords should be part of password export/import or some site data. Once the feature is revisited, this might be part of the discussions, but currently no changes to the existing export (and non-existing import) feature are planned.
