Regression: On reloading ‘chrome://extensions' , second onwards extensions is not visible.

Issue description

Chrome Version:52.0.2715.0 3fae42f136f929251b627b2ae6300100afc8ab83-refs/heads/master@{#388964} (32/64-bit)
OS: Windows (7, 8, 10), Mac (10.10.5)(10.11.4),Linux (ubuntu 14.04 LTS)

Pre-condition: 1. Add atleast 2 extension in a profile/user.
               2. Enable ‘Material Design extensions’ flag

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://extensions
2. Click on Enable checkbox of first extension such that remaining extension is visible and then reload the page.
3. Observe. 

Actual: After step 2, second onwards extensions is not visible.
Expected: Extension should be visible on reloading and also if again ‘chrome://extensions' is navigated.

This is regression issue, broken in ‘M 52’ and below is narrow bisect:

Suspecting: r387633 ?

@rdevlin: Can you help re-assign this? It looks that it might be the Polymer roll (I did at r387633) to blame.

The MD extensions page is about 10% complete, generously.  Filing bugs against it is kind of silly at this point.  I'm going to close it, because it's basically just a subset of "implement MD extensions", which we already have bugs for.
