I didn't expect any performance change. Only part of the cl which might be related is the CopyFrame method, but I'm not sure it's even used. Does this test use a pre_encode_callback? I'm not sure what webrtc_perf_test is, is it tests of standalone webrtc, or something chrome-specific?
