Pr-Condition: Sign into chrome with valid credentials.

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://md-settings/syncSetup.
(2) Check radio button of 'Encrypt all synced data with your own sync passphrase'.  
(3) observe the text field of passphrase and confirm passphrase

Weird text field of passphrase and confirm passphrase is seen i.e. both text field gets attached to each other.

Text field of passphrase and confirm passphrase should be proper.

This is a regression issue,broken in 'M-50', below is bisect info:

Good Build: 50.0.2637.0
Bad Build: 50.0.2638.0
